University Organizational Structure

The organizational structure of the University takes cognizance of principles whose main aim will be to facilitate efficiency and effectiveness in service delivery.

TUM has identified a chain of command detailing the reporting. The organizational structure of the University comprises the Chancellor, the university Council, the vice Chancellor who is the CEO of the Institution, the Senate, University Management Board and academic and administrative staff.

The Chancellor

The Chancellor is the titular head of the University who presides over the Congregations of the University and confer degrees and grant diplomas, certificates and other awards of the University.

The Council

The Council has the responsibility to exercise prudent leadership, innovative enterprise, and good judgment in directing the University in all aspects of the mandate as prescribed in the statutes.

The membership of the council comprises:

  1. The Chairperson.
  2. The Principal Secretary in the Ministry for the time being responsible for University Education.
  3. The Principal Secretary in the Ministry for the time being responsible for Finance.
  4. Five members appointed by the Cabinet Secretary through an open process.
  5. The Vice Chancellor who shall be an ex-officio member of the Council.

Council has established the following committees;

  1. Executive Committee
  2. Finance, Planning and General-Purpose Committee
  3. Human Resource Management Committee
  4. Audit Committee
  5. Sealing and Statutes Committee

The Vice Chancellor

The Vice Chancellor is the Academic and Administrative Head of the University who is responsible to the Council for maintaining and promoting the efficiency and good order to the University; with overall responsibility of the direction, organization, administration and programmes of the University. The Vice Chancellor is in-charge of all administrative functions of the university and the link between the university staff and the Council

The Senate

The senate oversees all academic matters and the membership comprises the following:

  • The Vice-Chancellor, who shall be the Chairperson;
  • The Deputy Vice-Chancellors;
  • The Registrars;
  • The Deans and Directors;
  • The Dean of Students;
  • The Chairpersons of Departments;
  • The University Librarian;
  • One member of the Academic Board;
  • One representative of each of the Faculty/School board appointed by the respective boards from amongst its members;
  • Two representatives of the Students’ Association from both gender;

The following members attend only regular Senate Board meetings and Senate Committees related to their areas of jurisdiction:

  1. a) The Finance Officer
    b) The Legal Officer
    c) The Manager ICTS
    d) The Supply Chain Manager
    e) The Estates Manager
    f) The Human Resource Manager
    g) The Corporate Communications Officer
  • Other members in attendance as prescribed in the statutes

The University Management Board

The Board is responsible for implementation of the policies of the university, assisting in the day-to- day running management of the university.

The membership comprises the following:

  1. The Vice-Chancellor, who shall be the Chairperson;
  2. The Deputy Vice-Chancellors;
  3. The Principals of Colleges and Campuses within the University;
  4. The Registrars;
  5. The Finance Officer;
  6. The Dean of Students;
  7. The Legal Officer;
  8. The University Librarian and
  9. Such other member of senior management as the Council may determine in accordance with these statutes.
